The dresses of the two women are distinctly different. It might be that the black gown of the upper one could be tied around the neck of the lower one, but that should have had some more flow, for the amount of area it would have occupied.

The hats are indeed similar and the boys are dressed similarly, but the gown throws off the idea of a time lapsed portrait, at least for me.
